Hello!
Please try this:
1.Switch off your phone.
2.Press power button+ volume up button simultaneously and keep it pressed till ASUS logo appears.
3.You are now in fastboot mode.Use volume buttons to navigate, and power button to select.
4.there are 4 options.Switch between them by volume buttons.
   a)Normal boot
   b)Power off
   c)Recovery mode
   d)Restart bootloader.
Select Recovery mode option.
5.Phone will reboot.
6.You will get android logo with belly down with "No command" written below it.
7.Now,press power button+ volume up button simultaneously for 2 seconds to get the following options:
   a)reboot system now
   b)apply update from adb
   c)wipe data/factory reset
   d)wipe cache partition
   e)reboot to bootloader
   f)power down
   g)view recovery logs.
Select option "d" by scrolling down using volume buttons and select by using power button.
8.Now partition cache will be cleared.Have patience as the process takes 10-15 mins for clearing partition cache for the first time.
9.After cache is successfully cleared, you will get the following options:
   a)reboot system now
   b)apply update from adb
   c)wipe data/factory reset
   d)wipe cache partition
   e)reboot to bootloader
   f)power down
   g)view recovery logs.
select option "a" using power button.
10.Your phone will reboot normally.
you will get "Android is upgrading" notification followed by "starting apps" notification.
11.You have successfully completed partition cache wiping.
NOW SWITCH ON YOUR PHONE AND CHECK IF YOU CAN ACCESS SETTINGS MENU.
I HOPE IT HELPS!
